Training Camps - Effects?

I would like to know the true effects of sending players to training camps. To my experience, lets take mountain camps for example, the skill gained is lost again over the next few weeks.

Example, during the preseason before a Tour de France, Roman Kreuziger where sent to extensive climpers camps. Mazing out his mountain skill to 87 beofre the Daufine Libéré, witch was his warm up to Le Tour. Now, 5-6 days into the tour his moutain sill has dropped to 84.

Question: Does training camps benifit anything in the long run, or is it just a temporally boots?

It is just temporally, the manual says about 12 weeks

It's in the manual: training camps will give a bonus for approximately 12 weeks in the stat chosen. So, just a temporary bonus.

However, the AI doesn't use training camps, so many consider it 'cheating', or the way Cyanide implemented doping in the game. I like to think of it as a visit to Dr. Fuentes... or, you could also say, a lunch with Contador offered by José Luis Cerrón.
