Fitness and racing days questions

First, Im guessing that the training fitness is bad the higher it goes or Im I completely missing it. Also should the level 6 (?) training bar be when you want the cyclist to be at his peak?

Secondly, how many racing days should a cyclist have? Im currently aiming for around 60.

Well, the highest, the better. Level 6 (highest one) is when he is peaking, so his best training fitness possible.

And about the race days, max will be 20 fitness points from those until you reach 60 race days. After that, for each 2 days the maximum will be declined in 1. So, 70 race days = max 15.
