You need to have a back up, since it's the type of file that doesn't come with other DBs. If you didn't make a backup, you'll either need to reinstall the game or ask for someone to upload the road texture files.

Assuming you've got the latest patch, the directory for the DB is My Docs/PCM 11/Database.

I've just read the first 'post' on the link above, saying that the bugs were fixed. However it mentioned that the 'too many injuries' bug was not fixable. Can't you do that by lowering the gene_flist_probability in STA_injury_label?
