Both are incorrect. But the country is right! If a few more tips don't succeed I'll post a more obvious hint on the rider, as this might be a very tricky one indeed.

I see some resemblances with Davide Formolo but can't remember if he rode for Colpack. Nor doesn't he seem to be that much of a tricky guess.  |

It's not Formolo, but they've been seen as kinda similar prospects for quite some time |
