He actually meant .psd file, I'm pretty sure of it. And I don't think the game has the skills to create any shirts, only the people who are paid to create shirts for the game  It's written in the background the creator of the shirt, in this case Emenee. You probably can find him in the Cyanide forum.
As for Bikex: it's not that hard. You don't necessarily need to recreate the shapes, just place logos at approx. the same position and then paste the NC template. It'll certainly take more time than if you had the .psd, but hard it certainly isn't.

B: this jersey had to be made by someone too... And his name is on the bottonm of the backkgrund. His name is Emenee and he is one of the developers of the game, but he is also active on the Cyanide Forum, so you might want to ask him first, now that I told you who and where to ask

The file with the different layers is in paint.net png and i think psd is Photoshop... Confusing 
@ MrUfo87 If emenee wont do it I will do it just write in this thread

All shirts that I post are in PNG format, and thats a single layer image, believe me, I ve been in this game for some time...
For paint.net i beleive the file with multiple layers in a pdn-file, and most sghirtmakers dont use paint.net since its quite basic... Most use Photoshop or gimp, which both open psd-files the standard multilayer file.
Thats due to the fact that Paint.Net is also known quality loss when resizing logos...
