On 1, well you'd probably want to stay below 8.000, because from 4k~8k, your max fitness is only decreasing from 80 to 75, but after that in just more 2k of fatigue (so up to 10k) it goes down all the way to 65.

As for 2, well Sagan is certainly one of the best option because he's not only one of the best sprinters but also one of the best hill climbers Pfft Usually flat stages do end in bunch sprints, so you should look for a sprinter with hill abilities. And no, if there are hill in the route it's not certain that pure sprinters will be in the mix. But it varies a lot, very hard to generalize it. Just play the races in single player and see the results Wink
