Just in another note certain riders can't be on the same team, so any rider with a stat of over 80, so 81-85, at the start of the season cant be on the same team, so Contador can't be on the same team as Valverde, but he can be on the same team as Cavendish, as they have different targets. So you could have the best riders at Mountains, Cobbles and Sprints, but not more than one of the best in a certain area. Although I doubt that will be possible as the wages wont allow room for that and enough riders.
The minimum amount of riders is 26 and the maximum is 33.
I have also decided to allow Development teams top increase the numbers of teams, so if you wish to have a development team then post below or pm me.
Also the sponsor offers may not finish tonight as I didn't realise how long it would take me to write up one offer, as well as find sponsors that fit in the countries.
Can Quintana be in the same team with Betancur?
Because Betancur is a puncher who can climb very well but Quintana is a climber/stage racer

Right so all the offers are out for World Tour teams, once you have confirmed an offer you need to start thinking about riders you wish to sign, and send me a list of these names.
For the first round of transfers I will send you the demands of all the riders that sponsors have requested, then you can either choose to sign them (and make sponsors happy) or chose not to (and risk the sponsor pulling out).
After this the first round the sponsor will contact you to tell you any changes or to tell you any other riders they would like you to sign if you miss out on one of their targets.
The second round will be star rider bidding, so you may send me the names of the riders that you wish to start negotiations with. However if you wish to start negotiations for every rider you ask for it will cost you 1000 pounds of budget. (Just to make sure you didnt ask for everyone)
The next round will be signing other riders that you may need for your team to fill rosters.
After this is done I will send out the Development team offers to make sure these teams are seperate, so make sure to keep this in mind when choosing which riders to sign. You may move riders between your teams throughout the season, however you may only sign a maximum of 33 riders to your World Tour team.
Then the process will be repeated, however during this time you may transfer and agree to loan riders between teams if you wish. To secure a deal both managers must PM me with the same deal, however I'll tell you more about that later on.
So for now I need you to PM me a list of riders that a) your sponsor demands and b) team leaders for the target races.

The dealing for sponsor offers is 3pm today, and then the deadline for transfer lists is Wednesday 3pm GMT. If the sponsor offers aren't accepted I will decided which one is the offer.
As for Continental teams I will choose the sponsors and tell you an offer each, to save time.
@trekbmc: No all you send for this part is the sponsor demands, and the amount of riders that the sponsor requires from one country, so say 10 British riders
