It says "more races in the U23 calendar", so no  If you're asking if he based it on the NCs .cdb, I don't think so.

As you may have noticed, we have released a Graphical Update pack for PCM.daily's 2013 DB. It's fully compatible with on-going careers and contains the following:
- 22 new teams with 2013 graphics
- 150+ new shirts (NCs, GT leaders)
- 2013 Tour de France leader shirts
- Some more 2013 equipment
- Several updated/new stages to replace fake ones
- 600+ 2013 rider pictures
Please note:
- To be made career-compatible, some of the new shirts had to replace the old (2012) version, so if you're still playing with the Expansion Pack be careful.
- Since there's no new .cdb the AC color of these teams stays the same. While most had similar AC colors, a few had very different ones; for these teams with very different colors, a pack of accessories is included, so AC will not be used on accessories, but it will on equipment. Therefore, if you want every detail to be correct, here's a list of the main color changes so that you can edit it on your save in DYN_team/DYN_sponsor.

You are probably missing the stage files, which could happen if you didn't install it correctly (e.g. to the wrong directory).

You shouldn't install the whole PCMdaily DB there!
It should be installed in your PCM folder in program files.
That is probably C/Program Files/Cyanide/Pro Cycling Manager - Season/Saison/Seizoen(one of those) 2012.
The My Docs/Pro Cycling Manager 2012/Mod/Database folder is only for the .cdb files, but that'll install there automatically when you install the DB in the Program Files folder
