Well I think you have to have Armstrong and Contador. Aside from them though I would put:
Rodriguez
Boonen and Cancellara (because they have dominated the classics)
Voigt and Pate (may catch hate for this, but I think being the best domestiques in the world qualifies them)
Basso, Ullrich, Beloki (if Armstrong weren't around?)
Rebellin and Gilbert
Menchov (has been really consistent)
Hushovd
Valverde
Cavendish
Leipheimer and Hincapie (maybe not the best, but they have been fixtures in the sport)
Freire

I think you can hardly measure talent,you never know where talent begins and hard work (or dope in some cases) start imo. Personally i see Schleck and Ullrich as the guys with the biggest natural talent (plus Sagan who has maybe biggest "raw power" given, he was breaking bikes in half at MTB often).
