Well normally the stage makers try to cover the whole route with fields/forests, and some cities in it. Something you can do here to answer you question better is to open some stages in the Stage Viewer and take a look in them
I never knew Stage Viewer existed
I take it it only need 1/2 fields away from the route not the whole area? |

It appears when you go check stage
I moved it so it is just following the road, I may just make a few different cities and put them all next to each other. I will try tomorrow |

Don't forget that the game has a RAM limit though. Add a lot of big cities together and you'll almost surely get crashes in that point of the race.

Oh, I never knew about that, I may just add it by the sprint then rather than the whole town |

What is a ladder sprint? On the stage editor, you can make a sprint normal, timetrial or ladder
I take it timetrial sprint means a time check? |

Ladder sprint is for ladder (online) games. Normal sprint is normal, TT sprint is time check, yes.

Is there a reason why Stage Editor crashed when I click rebuild all cities? Could I have too many? Is there a way to export the stage without rebuilding them? |

Not possible to export without rebuilding. The cities wont show up in game.
Remember to wait after you've clicked "Rebuild all cities", and not click anywhere. If you do, the editor always crashes. Not sure if many cities can cause problems, but I don't think it should.

I have had that problem once. Then it was one of the cities which was faulty. Don't remember what I did to fix it though. I rebuilt every city one by one and found out which was causing the crash.

I was doing that wrong at first but changed and it still fails

You can use "Multiple Exports", then your PC won't need to actually load the cities and if the crash is happening because the stage gets too heavy when rebuilding cities, this is a workaround which might work. However, if the problem is happening because of a faulty city as johnnyjur mentioned, it won't work.
