If it helps I just checked commonwealth games men's road race results, there were no Japanese riders, so it wasn't from Glasgow. Then again, I do tend to skim.

I'm pretty sure Japan wasn't at the Commonwealth Games, as it's not a part of the Commonwealth...

Japan aren't part of the Commonwealth so they don't compete in the Commonwealth Games. I just thought finish line looked the same, and it looks like he is wearing the English jersey from that.

I think you will find Japan have never competed in the Commonwealth Games... The clue in that is the word 'Commonwealth'!
