Maybe the coefficient of statreduction can be reduced in response to the lower AoD. Instead of losign 1-2 points every year, they could lose their top level eg MT82 sooner but stay on MT81 for two years then, and so on. Right now top riders fall of drastically once they hit AoD and it's basically a retirement sentence.

This could be a useful tool to level out the playing field of top riders in years to come so I'm not against this new system, but the timing's less than ideal. Just ahead of the first time I'm planning to buy potions of youth

Most cyclists have their peaks when they're around 30. Van Avermaet peaked this year and he's 32 if I had to give a real life example, and we don't know if this is his ceiling either. Contador was 31 throughout his 2014 season, which was one of his best. Gilbert won AGR and RVV at 35. Basically, this change would even advantage my team because my riders are mostly under 30, but I don't see how it's realistic.
I tend to like the current system and imo there's no huge game breaking reason to fix it, these kinds of changes tend to hamper long-term plans by managers. I don't like the random factor either, I know it was already there when redoing the age of declines a couple seasons ago, but randomness in general is something I don't like outside of the races itself. PCM provides enough of it.

Interesting AoD proposal - here are some thoughts.
We currently have 1 rider with an AoD of 30 and 10 with an AoD of 31.
I think 30 should be an absolute lower limit.
If a rider gets an AoD reduction one year they should not be eligible next year, this addresses some of the randomness and possibility of really bad luck, and gives the manager a chance to react.
Potions of youth can mitigate this and I expect managers of top talents will be buying them as insurance. In my case I was planning to buy one for Cav but now I might be buying two for Cav and one for Coppel. This will reduce money planned for training and therefore stat inflation. We really need to know the PoY prices so we can manage our budgets.
Its not clear at what age the riders enter this AoD lottery, or is it all riders?
The idea that if a rider declines early his decline is slower and if he declines late its faster is worth some thought. This would mean if you buy potions of youth to delay the decline it will be bigger when it finally comes which might help with the objective, something like 0.5 points for every year over 29. Don't want to make ICL too complicated though.

Research Prices
Changes in PoY and Recalc compared to last season.
Training packages will likely stay the same, possibly some minor changes but the highest numbers of the packages will stay the same.
The formula for the gained bonus will be:
Coeff * $ * Points
Coeff = Random number between 1,5% and 3%
$ = Spent Money
Points = Points from packages stats table (1-6)

Veranclassic is in minus by 50 after the transfer round so will need to sack one rider to get back out of this.
Most teams with development teams don't have enough riders signed yet or won't reach the 1000 wage barrier. The file will tell if that's the case, so keep an eye on it.
It is possible to stay below that 1000 for the season, but in that case you'll have to pay a fine of 1,5 times the amount your dev team wage is below 1000!

With the new Potion of Youth prices two for Cav and one for Coppel = 1000! Thats a hefty bill at this stage of transfers, might have to take my chances in the AoD lottery.

My opinion on rider decreasement and retirement, definately after seing visconti decrease so hard.
In my opinion all ICL riders should develop until they reach the age of 30.
First decreases should start with riders tha reach the age of 31 last riders that start to decrease at the age of 33. Riders that reach their Age of decline shouldn't be allowed to get trained anymore to keep them at the same level.

Riders who have hit the 35 years old and don't have a team should get removed from the db. However other riders should not all race till the age of 39, Instead I want to prevent of them all reaching the age of 39. Which you could easily prevent by adding a higher minimum wage for the best riders of a generation. Riders who are in Categorie 1 ever reached 82 on at least one of the five main stats (Hill, Sprint, TT, Cobbles or Mountain). Riders who hit 81 on one of those stat in categorie 2, third categorie for the guys who hit 80. This minimum wages will prevent riders to retire at 39 instead of the managers who really love to keep them (moneys are just examples).

Of course this all is just an example, but isn't as random as the one you would like to use, and it seems more realistic to me.
