Allianz - BMW went by 45 over the budget, so they'll have to pay a fine of another 45 and should try to get asap back into the positive.
In the File there is also a table called "Sacking". Here you can get rid of some riders if you want to clear your budget a little.
If you are over you budget after round 2.2 then you have to pay a fine equaling the amount of money you are over the budget. With this transfer sheet there is the option to sack a rider. There is still a fee but it is lower. You can sack two riders at max. For the first rider the fee will be half of the riders wage for the second rider it will be 3/4 of his wage.
If you want to sack a rider, just go to the table sacking and put the rider ID in column A.
To all the teams with development teams:
I know it can be tricky to keep an eye on how many riders you still need for the dev team and if you fulfill the needed 1000 of wage with those riders.
You need to pay your 8-10 riders of the U23 team a combined wage of 1000-1500.
If you pay less than 1000 you need to have certain minimum talent focus, which is:
<1000 20
<900 30
<800 40
<700 50
and so on.
Okay and for all teams that can't fit the criterias I made this list, if you are not on it, your dev team is ready and you can choose your talent focus without limitation.
Prorace: Either you make a dev team of 10 riders, but then you need to sign at least 33 riders in total, or you are at 800 with the wage.
LA Aluminios: You need 2 more U23 riders.
La Gazetta: You need 4 more U23 riders, which should have a combined wage of at least 490
Fiskars: You need 1 more U23 who should have a wage of 150
Fred Whitton: You are paying 165 too much for 8 eligible riders, so please sign one cheap U23 rider.
SAP: You need 4 more U23 riders, which should have a combined wage of at least 585.
Team Istanbul: You need 2 more U23 riders.
Petronas: You are 30 below 1000 with your 8 riders so your talent focus has to be at least 20 or you sign one more U23 rider.

I think my team should be on the list, too.
I'm counting 7 U23 riders with a combined wage of 850.
I would be happy about having my dev team ready though.

1180 to get just two riders, no problems! Glad my Dev team is complete, was a little concerned by the number of guys i had aging out of the programme. Got one clear rider target in mind and then covering a couple of options with the rest of the money. I'll definately get one rider via F.A. this time (maybe 2.2) and then if i have to go hunting i'm sure to find a Gavazzi-esque situation of rider who just goes beyond expectations.

Sent in my 2.1 table, hopefully I'll get most of the riders in this one but there are a few that will certainly go to round 2.2. Really paying the price for only getting four riders in round 1, but hopefully there will only be a few roster places to fill after this turn.

I hope I'll get all the 7 riders that I planned to get with my 1725, would build an awesomely balanced team
Also, will all the teams have the opportunity of bidding on the FA in Round 3 or only the ones that won't have their roster completed?
