Wiggo is also a punk/old school skinhead, i forgot the name which that specific group is called.
And it also points to the fact, that smoking is not so unhealthy (well it is but no more than cars on the streets for example) as is everybody (mainly lobbies) claiming.

Van den Broucke was also a heavy smoker, IIRC. I believe Didier Rous was/is another.
Further back in time, I reckon Anquetil also smoked a bit.
Lung capacity is of course important, but on its own it doesn't mean much (I'd easily be a pro otherwise ).
There's always a bottleneck factor somewhere. What's the point of big lungs if you can't breathe fast (and manage an airflow rate) ? What's the point in bringing a lot of oxygen in if your red cells can't take enough of it (either because you don't have enough of those, either because their flow is insufficient) ? What'd be the point of having much oxygen in your blood/body if your muscles are too weak to use it all ?
The last one is not as important for endurance athletes, but still the point stands. A slightly diminished lung capacity doesn't necessarily harm much if it's not the bottleneck factor.

Well, professional sport itself is about damaging your body. 
10 years of hard volleyball training damaged my back and knees for the whole life. On the other hand when you quit smoking after 10 years, there will be probably not lifetime damages.
But true is that it is not good example for the kids...

Not true. The lungs never 100% recover.

I highly doubt he smokes weed, and I highly doubt he smokes cigarettes regularly.
I think he'd be stupid to do that. He's probably just "re-acquainting" after basically winning his life goal as a cyclist.
I also dont view him differently just for smoking. Its his choice.
