While it'd be fantastic to have all new jerseys, I don't think that'll happen, not even for a possible V2 - in the PCM11 DB, with the V2 installed you'd have 2013 graphics for 64/83 teams; now we have nearly 100 teams, which doesn't make it easier either 
Nor does it (the release) really have to do with having stats finished. I guess it has to do with when it makes sense to release a DB (with a considerable number of 2013 shirts and races, and knowing that it won't be outdated hours after it's release - e.g. the case with the Preview version)
