So thank you for your help i tried to do it...
it looks a bit weird but i think its good enough in this way....

It looks nice But those writing at the top, they're part of the dossard right? Not sure if I'd take them out or not, because they look a bit weird, but you can put each rider's name. Perhaps take out at least the flag, not every rider is French

for now its textures are not available. I must make a sufficient number of wheels and then they will be accessible to anyone who wants to install in their data base.

Which part of the process? Basically, it's about choosing a model and editing a texture for it (dropping logos, creating shapes), so you should have image editing software knowledge (and if you don't, you can find a lot of tutorials in Google). It's kinda the same as doing a shirt, except that what part of the image file is what on the model isn't as obvious as in a shirt and the "templates" usually change from model to model.

Well.. I'm editing the textures, and got photoshop knowledge. Shirts, and all the other equipments are no problem. but the frame is a problem look:
1: What is that?
2: Everything is black.. But if i want a yellow bike, how can i do that? Just make all the black parts, yellow? U know wthat i mean? lol
3: And.. what the hell is that! haha
4: I just cant see a real texture like the shirts/shoes/etc.. it looks messy |

1 - the handlebars usually left untouched with exception of the part that looks like some 'tire stripes', those define the color of handlebars' tape, so they can (and are usually) changed.
2 - basically, yes, paint some of the parts in yellow (more details some lines down).
3 - seat post
4 - I believe this is why we have much less frame makers than shirt makers. When you look at the shirt template, it quickly becomes obvious kinda what is what; but frames look so crazy
So here are some tips: first, don't base your edits in the Cyanide standard frames because there are lots of custom frames made right now, and usually colored, which makes it much easier to recognize what is what Some parts you simply shouldn't touch (for example, you usually don't want colored brakes ), so by looking at the customized bikes you can already know what you should change and what you should not (if you have the PCMDaily DB, the race leader frames - called "2012_frame_[race]_[classification]" - are quite colored )
For recognizing what is what, if the frame design doesn't tell you enough, something that kinda works is to draw a lot of lines through the file, preferably overlayed with colorful gradients Then it gets easier to know what is what, and once you've "mastered" that in one bike model, it won't change much from bike to bike (except for the very custom ones)
Another thing that helps considerably is to open the _s file of the frame. It has some weird colors but it tells you approximately where each "section" of texture starts and finishes (the white shapes). You can even paste it over your _d texture with the "multiply" function to have a precise idea (but of course don't save like that ).
As for "watching" how your edited frames is looking, I like to use NifSkope, but you can also use the game's Cyclist Viewer. I prefer NifSkope because if you overwrite the texture file, the .nif texture gets updated automatically in NifSkope. Also, if using the Cyclist Viewer, you need to create a new cyclist everytime I think (a process that can be fastened by saving the cyclist configurations). One of the good parts of using the Cyclist Viewer is that you already get the lightning/etc effects that will be applied to the frame when in game. You could join both methods by creating the frame in NifSkope and looking at it in the Cyclist Viewer when finished to see if something needs to be changed
