The obvious reason is that it's different templates (obligatory templates by the UCI). The TT world champ jersey has an ITT clock on it's stripes.
I don't know why they've taken out the National ITT champions jersey, but it does save some good MBs (maybe that was one of the reasons), and there's no problem using the same jersey for ITT and RR champion (except for the plis).

The texture on top of the jersey will be the same as for the normal national championship jersey and not a skinsuit template.
