That's the cut off line. If riders with the same amount of points are under the cut line then it will go to a random generation to pick who makes the bracket out of the riders that are tied.

No, I meant when the head to head round starts similar to what he did last year like if Cyclist A and Cyclist B both get 12 votes each on round 1.
