I'm with Brewers in that the Points system needs greater diversity based on position. Yes it will be more work but it would be a big step forwards. And i'm sure Bikex could help you work up an Excel file to do some of the work for you.
I'd also suggest a slight re-think of the points catagories to simplify things if combined with increased position diversity. WT could be GT, non-GT, Monument and non-Monument. CT then HC and non-HC for both stage races and classics.
Applications process is ok. It's pretty open with no real guidelines and often you were saying people needed to make better quality applications. It works fine though and i can't think of a way it needs changing.
Goals need some work. Limiting WT teams to one non-WT goal is a great idea. Perhaps it could be extended to two goals provided both are nationality based and of a hard difficulty. Also i'd be interested to look at some stats as to how many teams completed what goals (i will go through this myself in the week most likely, unless you have data) and provide feedback about the system and the countered goals.
EDIT: And of course i am adament the development system needs a big re-think. We've talked about it before and i'm happy to have more discussions in detail via PM or Skype or whatever

Couple of calendar questions i can't remember the answers to:
1) Do we have race day clashes? And if so what dates are we using for 2014?
2) Do we use real squad numbers and if so what races does this affect? eg. TDU is 6 riders?
