I am interested in creating a rider atm, but if i enjoy doing this can I create one more rider? And is it a specific time for the creation of "regens" or can I do it at any point of the game?

You can make 3 at different ages, you have a chance to create riders at seasons breaks (2 of them) and at the end of the year like now.
