So, let's start with the transfers. This season we'll have three rounds of transfers. The first two each including a FA bidding and a part with transfers between teams. The last round will only have a FA bidding for teams who didn't fill up their team yet.
The first Free Agent biding file is here: https://www.mediafire.com/?gh5licqtud...cqtudwzhpy
It also includes the actual postrenewals DB. 4 steals were succesful. New WT team Fred Whitton got Siutsou. SAP and Saeco are the first new teams to sign a rider. SAP got Chavanel and Rast, Saeco was succesful with their bid on Puccio.
Some FA stats were also updated.
Avia - Orlen Oil went over their transfer budget by 115 and so had to pay a fine of 115.
I made a change to the dev team rules. This season those teams will be U23 and the max AVG allowed 72.
The rules (fyi the file works exactly the same like last season)
Transfer sheet guide:
1. Put your team ID in H2, you will see your budget popping up. You'll find your team ID in table teams.
2. You can manage your budget and decide how much you want to pay on scouting and research. Put a number from 0 to 100 in Talent focus. The higher the number the higher the money you get for scouting. In the research box you put actually the money you want to keep for research. Research files will be given to you after the transfer season. You can research on stats and other things that could benefit you.
3. Bidding on a rider:
1. Put the wage you want to pay in column E, it can't be under the minimum wage, displayed in column F.
2. In column D next to it your team ID will then be displayed.
3. If you have done everything right, there will be a green light in column H.
4. The number of riders displayed in J3 represents the minimum number of riders you can sign, you are free to sign more. WT teams need at least 23 riders, CT teams 16 and U23 teams 8. You do not need to bid for the number of minimum riders needed in the first round that's just the number you will have to signed at the end of the transfer window.
5. If you have a Development team you will do the transfers in the same file as of your other team. Riders of U23 teams can't be older than 23 so make sure you at least sign 8 U23 riders.
6. It could be that M3 turns orange in your file, nothing wrong with that for the beginning but it means that you could get in money difficulties by trying to sign the needed number of riders.
7. Do not write anything in any other cell I didn't talk about!
8. Sort the file by the wage you are paying.
9. Copy the columns A-E of the riders you want to sign and send it me in a PM in a table.
Important Rules:
1. Don't go over your budget! If you do so, you'll have to pay a fine, as much as you did go over the budget. Your FA bids however are allowed to be higher than your budget as you won't necessarily sign all of your bids. Your bids are allowed to go max 25% over your remaining budget.
2. After the last round of transfers you will have to be signed the minimum amount of riders you need, if you don't your team will be filled by me.
3. Only bid a multiple of five. If you don't your bid will be changed to the next smaller multiple of five.
4. A rider will go to the team that bids the most. The team will have to pay the wage it offered.
5. If another team bids atleast 80% of what the leading team bid, the rider isn't signed. All the teams that were in those 20% will have to make a second bid on the rider via PM. The highest bidder will get the rider, in the event of a tie the rider will randomly be assigned to one of the teams.
6. After round 1 there will be a second round you can bid on all the riders that are still free by then. In total there will be four three.
7. After the Free Agent bids a second transfer window will be opened in which transfers between teams are allowed. More specific rules will come then.
8. Maximum average of a development team rider is 72,00. The minimum wage of all development riders combined is 1000, the maximum 1500.
Let's say the deadline is Sunday, tomorrow everyone will get a pm in which everything you need to know is included.
Edit: The minimum bid is 30, even if some riders have their minimum wage at 0 or below 30.

Oh and btw those that had mediator as research. You have the chance to pm me with a (list of) riders who you renewed and only want to pay the minimum wage they'd have accepted. It'll cost you 1 point for riders with a min wage of less than 250, 2 points for 250 - 440 and 3 points for 450 and more. In the spoiler you can find out how much points you have.

Really happy with stealing Chavenal and Rast, but how come I'm required to buy 22 more riders, I thought I was a CT team? Thanks

That's not how it works, the dev team gave you 1200 on top. If you remove it the money is also gone. |

Fantastic stuff Bikex, I am in awe! Prorace has one of the largest budgets left of the WT teams, didn't expect that. Mayhap this changes my tactics.
Fair play to trekbmc for taking Chavanel off the kitchen window, but we were 50-50 whether we were keeping him. |

Right now I'm staring at it, with 2 spots and $235 left, but I have 6 French riders, 4 Italians and 3 Swiss, I was intending to have the most Swiss, then Italian then French. Going back to stare at it now. If a man-game period is any more silly then I've got a problem.
EDIT: What will the sheet that will be sent tomorrow include? I've done all my ones but I need to know if I should wait until tomorrow for the info before sending mine?

Make sure your team's id number is in the column next to your wage entry, because if it isn't in it won't accept it.
