Main PCM folder/3D/Cyclists/Equipments/Frames. But for them to appear in game, you'd either need to replace files or add it to the database (.cdb file).

ok thanks i know how to use database editor but not sure where or how to add these to it ,if its not to hard to explain then let me know how i will give it ago . |

Your example picture highly looks like a frame/wheel already made from PCM. Are you sure that nobody has made it? Where did you get that screen?
