I have been using all three and here is my summary:
Photoshop - Way too complex for me, can't find a tutorial.
GIMP - Haven't really used it at all, any good?
Paint.NET - Have always used this, not complex at all, pixelated a little bit, but way easy for me and I know everything about it.
So... any help out there.. should I try to learn Photoshop, give gimp a try, or stick with the old Paint.NET. I can't seem to figure out how to make some good designs.

Yes, but you shouldn't be looking for shirt-making-specific-Photoshop tutorials. You should go after general Photoshop tutorials and apply that knowledge in shirt making

The trick with Photoshop is learning how to use the Pen Tool properly. When you've learned how to use that, designing a jersey in Photoshop will give you a much better result that a jersey in GIMP and Paint.NET will give you.
GIMP has the Path tool, and is in my opinion the best free alternative. You can be as creative as you can with Photoshop, all though it's nearly impossible to get a likewise result when it comes to quality.
Paint.NET is a good program for beginners, but has it's limits. After I downloaded GIMP, I've never had any reasons to go back to Paint.NET.
Today i use GIMP, (can't really afford Photoshop ), but I've tried the CS6 Beta. I never really made a jersey in it. It takes som time to learn.

I agree 100%... Except that I do have Photoshop

Just as a note, (and it's not very useful for beginners) but you can get add-ons to Paint.Net that vastly improve it's capabilities. I'd still rank them Photoshop>Gimp>P.N, but I generally use P.N mostly because it's quicker.

My Red Bull-Mastercard one in the shirt section, it's pretty simple to be honest, but it's my best work yet. I'd say roughly the same as GIMP, maybe slightly better. |

Just about the only thing I cant do is use the pen tool however (I basically have to get lucky when messing around with it)

Really, you don't know how to use the pen tool? I've no idea how to make anything near those Veilleux banners you've done (or the Hesjedal one in your signature), but using the pen tool seems so much easier than that The main thing about it is practicing, the more you practice the better you get (obviously this after you know how to handle it, which is simple to find, f.e. in this video). A good way to practice is 'vectorize' jerseys (re-creating all the shapes in a PCM jersey, you can even go further and do it for the whole jersey, which serves as training for the whole jersey making process ).
And as Sykkel_Freak pointed out, it's the trick to making good looking jerseys
