You should check the .dem zone updates in the download section there is explained what exactly is covered.

The stage editor is the same in 2011 as in 2010 only the files have changed. So Your 2011 editor works with the same updates as youre 2010 editor

While I didn't try, I think you can be sure that Berlin is fully covered even without the extra .dem files. |

Most parts in Europe are covered with PCM11 + all 3 DEM Updates.
Some parts are missing in Scandinavia. Not too sure about Eastern Europe if somethings missing there, too.
Germany is fully covered, so feel free to do more German races. Very much appreciated.  |

I once made the Berlin Pro Race. So surely it is included in the packs. It`s actually even in the standard installation without packs I think. |

I haven't got PCM yet but is this basically a google earth image which you plan it on?
If so, Is the whole of the UK covered? I wanted to make a race around the England/Wales border |

Yeah, kinda, you create a route in a site like bikeroutetoaster.com or bikemap.net, save it as .gpx and load it in the editor, which will recognize the area of your stage and create a big terrain area where your whole route fits. This area is made after Digital Elevation Maps, thus DEM files. Also if you have PCM 11 with the first patches you can also activate Google Maps in one of the views of the editor.
As for the second question, I'm not sure if the whole UK is covered, but SportingNonsense made the 2011 British NC in Stamfordham, which is far more to the north than Wales, so you should have no problems (the furthest from the Equator a place is, the harder to have .dem files). Oh and Schack made a Tour of Wales, so yeah no problem.

You cant do races in Oslo, or anywhere North of that. Most places further South than that are fine, so yes, all of UK mainland is in the DEM
The majority of Europe came with the game.
The 1st dem pack covered America (mainly USA, Mexico, Colombia and Venezuela), Oman, Qatar and Australia
The 2nd dem pack areas are shown in pink below, the 3rd dem pack in blue
Note how they included a lot of China, yet did not include Beijing. A great Cyanide fail there.

Argentina wasn't covered until the 3rd pack.
