How do i add Mini-shirts to PCM 11??

I have a .tga file and i dunno what to do.. i installed 3D Blender and they said u should press the f10 key but when i do that nothing happens... |

If so, the link to download Blender gets you to the latest version, which is a bit different, that's why f10 won't work.
You should download this one (at least I use this one, works fine):

It really isnt working.. i downloaded your program, then i went to:
https://www.pcmdai... and i opened the second file for the standard maillot...
and when i hit f10 key nothing happens ... please can someone help me? |

Ups, my bad. I use Blender Portable but an earlier version. Checking in the one I have installed, it's version 1.6.5.3. Can't remember where did I get it though, but I think it shouldn't be too hard to find it (google).

But hey... i somehow figured it half out...
I saved it as a .dds file but when im trying to test it out... When im creating a new custom team.. the jersey isnt there it's just a cyan background.... |

Well .... I think that is for the size of your dds. Maybe
In PCM2011 the size for minimaillots must be 256x256. |

Look one more time: I got my design as a .pgn file....
I uploaded it in 3D Blender in a .tga file...
What do i need to do then ??
Convert it in a .dds file via TGA TOOL cuz i did that and i the jersey is still not shown in my game... help me ! |

Well, in PCM 10 jerseys worked in .tga, don't know if it has changed in PCM 11 but I don't think so.
As for the jersey not appearing, it could either be named wrong, put in the wrong place or not in the correct size (256x256). Are you sure it's not any of those 3? You could also upload the file so we can take a look.

Size of the image. That's the first step of the guide ("In the right menu change SizeX and SizeY to 256." ) One way to see it would be open the file (if it's .tga) in Photoshop or similar and see the size (in Photoshop, Image -> Image Size).
Can you upload the file? Just attach it to the post.
