I've copied an changed the guide to right folders. If you find the guide good don't give any cred to me, give it to CrueTrue who made the guide.
Only one question: Is there folders in the PCM11/3D/team folder or is it just to drop the file there? I don't have PCM11

Shirts are being made daily, and to actually use them, you'll often have to convert them to a image format that the game understands, TGA. Here's a guide on how to do exactly that.
First of all, you're going to need Paint.NET. It's free and has a lot of excellent options should you one day decide to use it for other stuff than converting files to TGA. You can get it from this link: https://www.getpaint.net/download.html Install it and proceed with this guide.
Find the shirt that you'd like to use. In Firefox, the web browser that I use, you can right click the image and select "Save image as". I suppose there's a similar function in other browsers. Either way, save it on your desktop or in a folder where you can find it again.
In most cases, shirts come in either PNG or JPEG format. These cannot be read by the game, so to use them, you'll have to convert them to TGA. This is what you downloaded Paint.NET for. Open the image with the program. Now, go to File -> Save As OR hold down CTRL + Shift + S, and a pop-up will appear. Select TGA under "file type". We'll take care of the file name later, so click "Save".
A new pop-up will appear - and this one is quite important. Without the correct settings, the shirt won't work even if the format is TGA. Make sure that Bit Depth is set to 32-bit, and that the Compress (RLE) function is NOT ticked. Below, you'll find an example of a correct configuration (article continues below the image).
How to implent it to the game
You now have a working TGA file of a shirt - one which can be read by the game. Now, there's several ways of implenting it to the game, depending on which kind of shirt it is.
Custom Teams
Since there's a Custom Team function in PCM09, and it seems to be rather popular, let's start with that: There's c. 9-10 standard Custom Team shirts in the game. To make your one selectable, you have to replace one of the existing ones. Name your shirt c00_maillot (with .tga being the extension - make sure it's there) and move it to Computer -> Hard Drive (often C:) -> Program Files -> Cyanide -> PCM11-> 3D -> cyclist -> team -> c00.
Now, open the game and make your Custom Team. When choosing shirt, yours will not be displayed unless you make a mini shirt. There is an guide about how to make and add an mini-shirt in the post below.. Anyway - make sure to select the first mini shirt that's available - the black, red and white Cyanide shirt. In 3D-mode, the team will wear the shirt that you converted earlier - voila.
Normal Shirts
In some cases, teams get new sponsors during a season with Columbia - HTC being a good example of this. Usually, they also get a new shirt, and you'd want to replace the old one with a new one.
In general, the approach is the same as described above. However, if the team is already in the database, you'll have to find out what their so-called 'graphical index' is. Usually, it's the team's abbreviations which you can find on UCI's website (or this link for Pro Tour teams). Otherwise, look in the DB or ask in the forum.
With Columbia - HTC being the example, check the above-mentioned link and find the team. In the Code column, you'll find "THR" which is also Columbia's graphical index code. So, name the shirt thr_maillot and move it to Computer -> Hard Drive (often C:) -> Program Files -> Cyanide -> PCM11 -> 3D-> cyclist -> team (?). The new, updated shirt will now be used in 3D mode.
National Champion Shirts
So, your rider just won a National Championship, and you don't want him riding around in the standard shirts. National Champion Shirts are being made pretty much on a daily basis, so the chance of finding one for your team (if it's a real one and not a custom one, that is) is quite large. When you've found it, convert it as described above.
Now, the naming depends on the team's code and the country. If Columbia's still the example, the first part of the file name will be thr_maillot_xxx - with xxx being the country code. In most cases, these are quite logical, eg. Great Britain's country code is gbr, Denmark's is den, France's is fra (if you're in doubt, ask in the forum). So, if you're adding a British National Champion Shirt for Team Columbia - HTC, the file name is thr_maillot_gbr and should be placed in the same folder as the 'normal shirt', Computer -> Hard Drive (often C:) -> Program Files -> Cyanide -> PCM11 -> 3D-> cyclist -> team (?)
For World Champion Shirts, the abbreviations to be used are thr_maillot_world for the Road Race Champion and thr_maillot_world_itt for the Time Trial Champion.
If you've any questions, please ask in the forum or leave an comment in this thread.
Good luck!

In this guide, PCM.daily will show you how to make and add mini shirts to your game - and don't worry, it's not difficult at all. No graphic skills are needed.
This guide is based on PCMScandinavia's mini shirt guide.
Tip: The three explanatory screenshots can be clicked - this will enlarge them.
What's a mini shirt?
A mini shirt is the the piece of graphic which is displayed when you select a team, pre-races, etc. More often than not, these are not included with the 'actual' shirts, and therefore, it's quite handy to be able to make them yourself, especially if you like using the "Custom Team" feature.
Here's an example of a mini shirt (you can find the ones included with your game installation in Program Files/Cyanide/PCM11/Gui/team_shirt):
Files that you need
• An old version of the free 3D Program Blender. Download the exe file called: “blender-2.43-windows.exe” : https://download.b...ender2.43/
• The base mini shirt file (for Blender). Get it here: https://www.multiupload.com/T9YIN4OWMY
• ... and the shirt that you want to convert to a mini shirt, either in jpg, png or tga
How to make the mini shirt
First of all, you do of course need to install Blender. When that's done, you can open the program by double clicking the base mini shirt file (the 2nd file I asked you to download). If Windows doesn't know which program to use, right click the file and select "Open with" and find Blender.
When the program has opened, it looks a bit complicated - don't worry, it's not. Start by clicking F10 on your keyboard. This will change the lower-bar menu. In the right menu - the one where it says "Format" - change SizeX and SizeY to 256.
When that's done, click F6. Again, you need to use the right menu, the one called "Image". Click the folder icon. In the menu that appears, you need to find the shirt that you want to convert. It's recommended to use 32 bit TGA files, but it's also possible to convert directly from .png or .jpg. There are some side effects of using the latter two, but I'll explain that later.
Anyway - when you've found the shirt, click "SELECT IMAGE".
Tip: If your shirt is located on your desktop or somewhere else in your Documents folder, you may have to enter your username manually into the address bar.
How to save the mini shirt
Almost done. Click F12 - a window will pop up with an example of your mini shirt. In many cases, it will have a weird background colour, but don't worry about that. It can't be seen in-game. Return to the main window and click F3. This will open the saving menu. Choose where to save in the 1st bar and select a file name in the 2nd bar. When done, click "Save Targa".
Find your mini shirt and check that your mini shirt file has a size of 256 KB. If your mini shirt is based on a tga file, it will probably have the right size. If it's based on png or jpg, it's likely to be too small. In that case, open it with Paint.NET, hold down CTRL + S and click OK.
If you're using a custom team and using the c01 folder, you have to name the file c01_minimaillot and place it in Program Files/Cyanide/PCM11/Gui/team_shirt. You may have to delete the original c01_minimaillot file before yours will be used. Likewise, if you want to replace Saxo Bank's mini shirt, the correct file name would be sax_minimaillot.

Ok you've created a thread about it, now again you're asking without specifying your problem. I won't do a video because it'll take too much time, but I decided to count the time to do a minishirt, took 2:06 mins. And I was reading the guide because I didn't remember the hotkeys order.
So what happens that you can't create the minishirt? You are much less likely to be helped if you don't say what happens. It's not hard at all, it's just about clicking some F's. The tutorial has screens and everything, the text is clear, how can it be that hard?
Sorry if I'm being rude, but I can't see what makes you unable to do it while it's works for a lot of other people.

Just for a heads up. Sutty is using Blender 2.60, the newest version of blender and while it will open the model, the layout and use of "hot-keys" is entirely different. F6 and F10 are not aligned as in previous versions.
Hey sutty sorry for being kinda rude on the other post, wasn't my intention
So if that's the thing, why don't you download Blender from the link laidbackmarc gives in this post? One of the updates of the tutorial was this link (because the link from the original article led to a new version of it). Wouldn't it be easier?

Well, I use Blender portable and I didn't have to set anything when I tried for the first time. Then wouldn't it be easier to just use a version like this (the portable)?

That's version 2.60, with the hotkeys changed. I tried downloading it and making a minishirt but the hotkeys didn't work indeed.
The one I use is 2.49b, here are the download links:
https://download.blender.org/release/B...nder2.49b/
Then just choose the one for your system, for example blender-2.49b-windows.exe works here.

What I do, is delete the old .dds file (make sure you make a back up of it first!), then the game recognizes the new tga file (I believe it is paint.net image).

Indeed, both .dds and .tga are accepted by the game, but as dienblad said, the game goes first for the .dds file, so just make sure you haven't got a .dds file with the same name (although I see no reason to make a backup).

How to add a minishirt to the game, without replace, delete or backup any files
Part 1 - Paint.net
- Open the minishirt with Paint.net. If it's an tga. or png. file doesn't matter by now.
- After opened the file in Paint. net chose File/Save As... or Ctrl+Skift+S
- Change the second the fileformat from TGA (*.tga) to DirectDraw Surface (DDS) (*.dds) and save it on your desktop.
Note: (my Paint.net is swedish an says "Filformat")
Pictures:
-Place the saved dds. file in Program/Cyanide/Pro Cycling Manager - Season 2011/Gui/team_shirt.
Note: No need to delete any file, just make sure there is no other file with the same name!
You have now saved and placed your minishirt correctly. Let's move on to next step!
Part 2 - Editor
-Open the official editor
-Select: File --> Open a CDB File --> Choose your savgame/database --> Open
-Choose the team were you wish to replace the current minishirt
-Click in the box which I have marked with an red circle in the picture below:
-A new window will now pop-up. Find and select your minishirt.
Pictures
-The mini you selected will now be shown in the editor instead of the original minishirt
-Choose: File --> Create the CDB database --> select your savegame/database --> Save
-Save and wait for the export. Play!

My PCM didn't like it saved as .tga so I have to save it as .dds in Paint.net
Is it possible to have separate National RR Champion and TT Champion shirts in 11? I did a search and saw it wasn't possible in previous versions
Can you give each rider there own shirt (I want to put names on them like sky do)
I guess it must be possible as several riders on my team have their county's flag on collar/sleeve tips but I couldn't see a separate file for them... |

No to both. Not possible.
