Attached my NC jerseys as I couldn't get the shirt database to work, if it's not too late yet. Let me know if there's any issues with them, maybe I made a mistake somewhere and that's what's preventing the shirt DB from accepting the upload.

Rule 1.3.068 of the UCI regulations: "The national champion in the individual time trial is not authorised to wear the distinctive national champion’s jersey during team time trial events."
