I missed Conci in my quick search (because he was too good for the U23 races I was looking at, it seems ), looks like an even better talent than the two I pointed out, would be perfect to fill the stage racer gap over Ganna.
imo the best option for Ganna is (as I statted him) a time-trialist with very high acc who has options for training in track-sprint or Fabian, as the three possible directions I see him going in irl are pure TTist, sprinter with great PRL (and TT) or a Cancellara type rider.

The winner of this year's 5 Rings of Moscow. Seems to be a quite decent hilly rider, though it's hard to guess the real skills based on his races.

Petr Rikunov
A Russian talent who rides for the amateur team of Caja Rural. He's performed well in the climbing races he's been riding, and seems to do have a reasonable sprint as well. Would probably also be interesting to train as stage racer, though for now I've gone for a climber

Didn't get many impressive results yet. What I could find was that he has won a TT in a Russian elite race this season, beating among others Ovechkin. Also won the last stage of the 5 rings of Moscow last year

Alexandr Kulikovskiy
A very interesting talent. Stormed into the circuit in 2016 with great results in sprints. Lately this has become slightly worse, but the talent is still there. On the other hand, his hill results have improved significantly. Since I wanted him to be a versatile rider I gave high base stats and low pot, but he can still develop in a great sprinter or puncheur this way.

Most of my greek suggestions from the past 2 seasons still stand btw. I would really like a stronger lower level of greek talent to build atleast a decent PCT core from. No leaders are needed.

Martins Blums is the rare Latvian who actually is extremely talented on a bike - although he's mainly riding on the mountainbike. He won the U23 world cup in MTB cross country. He has not really any spectacular results on the road yet but has shown that he is not opposed to riding on the road in some latvian amateur races (e.g. Riga Cycling Marathon 2017). I know we have other mountainbikers (e.g. Kulhavy) in the DB and he is old enough to be added as a great talent. Looking at other former mountainbikers like Evans or Rasmussen I'd suggest him as a versatile climber/stage racer who could either turn out to have a great acceleration or good time trialling too. Should you want to lower the suggestion i'd reduce his flat and res/rec stats.

Martin Savicki rode four years for CT team Alpha Baltic - Unitymarathons.com and currently rides for Dobeles dzirnavnieks-FeelFree. His best results seem to come from flat stages (e.g. in the Tour of China 2015) but as he has no international top ten results i dont think he's a sprinter and his TT results are subpar too so I just assume he might be a powerhouse / cobbler. He's one of the better riders on the latvian amateur circuit as shown e.g. by his ELKOR RIGA CYCLING MARATHON 2015 performance where he proved his quality against the likes of Neiland, Vosekalns or Gavars.

Ribaks is a rider who used to ride only track events. His best track results are nearly all from the 1km Time Trial disciplin with team sprint and team pursuit being the other solid disciplins where he could get the odd result. For the 2018 season he joined the ZZK Team and races mostly criteriums in the latvian amateur circus. If he's added to the DB he should be added as a prologue specialist (his TT starts have been bad!) who has a bit of a sprint too.

When i wanted to sign a couple of stagiares last season there were barely any latvians eligible to be picked up as stagiares so I want to get one or two new ones into the DB who will likely be available in the next few years. His last traces are from 2015 so he might be retired already. Lvl 4 should make sure that he will never be attractive enough to be signed once he's ineligible for being a stagiare.

Had his most active summer way back in 2014. He finished in quite similar positions in the mountains of iran than in flat races in russia. It seems like he took a break from cycling afterwards but returned in 2017 riding for Gaismas Magija. Kinda hard to say what kind of races he is best suited for so i'd make him an allrounder.

Lukjanovs is a very interesting rider. In 2015 he focussed on track racing where he participated in events of basically every disciplines without really enjoying much success. However he had a couple of good results on the latvian amateur circus including a 5th place in the Neatkaribas dienas velobrauciens and a 7th place at the latvijas velo svetki olaine. For the 2016 summer he joined the latvian national team to race in more prestigious races like Crit. Ciudad de Murcia (22nd), the Baltic Chain Tour (all stages in the top 75) and the ZLM tour. Aside of that he also raced on the track where he finished top 7 in two events (team sprint and team pursuit) and repeated his 5th place in the neatkaribas dont make me write that name again. 2017 (signed with Gaismas Magija) was a bit of a down year with not really any notable results.
Based on these results i would make him a very strong rider in the flat and based on his track background it's fair to say that he probably has a strong acceleration as well. I'm not sure whether he should have solid stats in hill, cobbles or sprint so i'm suggesting stats that are wide open into multiple directions.

Eislers is a candidate for an upgrade. Sandis has quite a lot of experience already after racing five years for Alpha Baltic and Rietumu - Delfin in the continental division. He's currently in the DB as a weak lvl 1 sprinter but his results look like he survives hills well too. SP & ACC in my suggestion are equal to what he would like when upgraded to lvl 4 in the current DB but i increase the hill and flat stat along with minor upgrades of fighter & mountain stat.

Well it does get used! How would you change it, without making it too powerful?
The idea when adding it was that it should be slightly less rewarding than the main option for specialising in hills or cobbles - the advantage is getting to train both of them. Not aware of any previous comments against it!

I absolutely agree that it is less rewarding, which is why I disagree with Tami on upping main stat gains and adding SPR gains. My problem is the lack of ACC, a key backup in both terrains.

Universally, all categories were designed when acceleration had much less importance in PCM, so a fair comment.
One thing I've been pondering, is how to handle that in new additions - including with category changes. Treat it like flat, where the majority are probably in the high 60s low 70s range, and some higher - or continue to spread it around. This 'higher base' may punish existing riders more, but prevents new riders from being unintentionally useless.
Sprinters aside, it's evident that previous additions did get quite a lot of variance here from me. But give every new rider a good base, and add it to more development categories, and it takes away a factor that can distinguish between otherwise similar riders.

Both Hungarians are former MTB-riders and very decent, pure climbers. Both had their results on hilly Races. Since the end of 2017 they are concentrating more on road cycling. They have been top25-listed in Worldcup-GCs and World-Championship U23-MTB-Events.

For me Dusan is looking quiet talented. He had some decent results in junior ranks against some strong international opponents. Now he's riding on CT-level for Adria Mobile and starts to rule the smaller races in eastern Europe. He looks very fast in sprints and also seems to be fairly strong at shorter climbs.

Stephan Rabitsch has improved a lot in the last years. He's one of the dominating riders in the Austrian cycling Bundesliga (which has a much higher level then the German "Radsport Bundesliga" f.ex.), very versatile. He's getting stronger in the longer climbs year by year and he's also able to win sprints from groups of 10-20 riders. But most of his races he won solo.

He is one of the fastest sprinters in Austria, especially when the races are a bit tougher. He won a very hard and windy Bundesliga-race last year in Austria against strong opponents from a small group of the favs and was also able to claim some podiums this year already. He's pretty strong on shorter climbs. In the bigger races he has to work irl for new Felbermayr-signing Fortin.

Moschetti already signed a contract with Trek-Segafredo for the upcoming 2019 rl season. He won several races this year so far on Continental-level, but he was also a well reputated sprinter in the italian U23-series the years before.

At the moment your low level and max level suggestions don't match up, when applying the relevant level up increases.
Doesnt matter too much though, as most of the stats posted here will be altered before being implemented - the descriptions are just as helpful, if not more so.
