Not sure on the first question, but yes it is possible make it only for the giro in-game. Just change the name of the current one so that it is not picked up and use this one instead. After the giro, replace with the other version

Unless I am mistaken, naming the file nip_maillot_giro should also work judging by other files in the 3d/cyclists/cloth/team indivdual team folders as some have seperate clothes for certain races.

According to me that has never worked You're right some team folders contain _giro or _tour maillots but that's only to indicate these were only used temporarily. You still have to the change the name to that of the main jersey

Indeed. The _giro, _tour and _vuelta suffix only works with leader jerseys. It doesn't work with the main jerseys.
