Make frames: choosing a model and painting a texture for it. Open a _d file of any equipment in an image editing program, you'll see the texture of the equipment. Each part corresponds to a part of the mesh (.nif file).
I made the picture in Cyanide's Cyclist Viewer. It's called "CTCyclistEditorApp" and can be found in PCM's main folder (usually Program Files/Cyanide/PCM). It's quite self explanatory, I just choose Great Britain's team kit to be displayed together with the wheels.

@Azi: please edit your post and put the link in a spoiler, it's ruining the page. You need to get the direct link of the image, not of google showing the image. In the page you linked us to, right click the image -> copy image URL. That's what you need to paste inside the img brackets.

You mean a good image editing program? Photoshop, GIMP and Paint.net are perhaps the most used ones (the last two are free btw).

As for how to see the equipment, just click the first menu (File is the name? not sure know) -> New, then create a new cyclist and choose the equipment you want in the drop down menus.
