First of all, it should be mentioned that:

In PCM2011 the sponsor happiness is totally irrelevant. You will not get more money or can prolong contracts, therefore the goals are unimportant as well.
In PCM12, it doesn't change much. Sponsor happiness only matters in the last year of the contract, if you're looking to renew with your sponsor. And even then, I see that the goals have little effect, and what really matters are good results, regardless of whether they're in goal races or not. But well, for people like me who like to set goals in game and follow them, here's how to edit them:
First, you need to open your savegame with an editor. Your savegame can be found in My Documents/PCM11-12/Users/username/Database/Solo/DB of your career.
The table you need to edit is called DYN_objectif, or only 'Objectives' if you use the PCM Fast Editor. Here's an explanation of the columns:
IDobjectif: Any number from 1 to 15, just make sure there's no duplicates (you probably won't change this though) fkIDobjectif_type The type of the objective (Top 10, stage win, etc). For a list of these see STA_objectif_type. fkIDrace: ID of the race related to the objective. fkIDobjectif_type_achieved: The result you got in the objective. Since you haven't played any, 0 on this column. fkIDsponsor: the ID of the sponsor (DYN_sponsor) the objective comes from. If you have 2 sponsors, make sure there are 10 objectives from the main and 5 from the second. value_i_rank: The importance of the objective for the sponsor, in a ranking from most important to less important (1=most important, 10/15=less important). Again, if you have two sponsors, 1-10 for the main one goals and 1-5 for the secondary one goals. fkIDcyclist: The rider who accomplished the goal. Same thing as fkIDobjectif_type_achieved: 0 since you haven't played the objective races yet.
Usually, you'll only edit fkIDobjectif_type and fkIDrace.
