Unpack it with 7-zip (or similar) then just copy/paste the stages into the CM_stages in C:\Program Files (x86)\Cyanide\Pro Cycling Manager - Season 2012 or wherever you installed the game. If you then did all this correctly, they will appear as the 2013 variant of Glava Tour of Norway.

you should rename it base on their original file name, like for example t1_norway_03_v1 and v1 stands for variant one or version 1.
