Not for a PT team, for a continental team I see it quite a bit, I was playing an Italian Classic in April/May (Don't remember exactly what it was), and one of the teams had only one rider, when I checked I saw they only had 17 riders, and that the other 16 were at two other races.

it's possible, i've used only one rider in races before. when you don't have enough riders to meet the race demands on riders (usually 6-9)it's possible to choose 1-5 riders
