Had the same thing with PCM 2013 during the French R.R. Championship -.-
The peloton doesn't care about the attackers - even if a favourite is in there.

Something about the AI not being able to cope properly with too few riders or some such nonsense. I've had NC races where everybody will happily chase me, but will let any other break aways gain stupidly large gaps.
