why has england only 1 zone and Holland 10?

@sam1196: is indeed quite strange, even more strange is that the only scouting zone seems to be in London

even belgium only has 2 scouting zones, doesn't look right compared to holland

really messed up there. Like a rider from Groningen is totally different from someone out Amsterdam it's not that they have 20km climbs there in Groningen... Holland should have 3 zones max.
