This might have changed in the final version, Addy. Actually, I think it has changed - now, you can only have pre-race tactics for simulated races.
You can still assign roles for each race, though.

oh good, i think the roles are the most important for 3d gaming, but the choice of like 'lead-out man', as they have in that screen, is a good addition for the simmed races.
