It looks as though they have changed the .cdb file slightly, so to get all the benefits, yes.

If they haven't changed the .cdb then your good to continue

As mentioned, it's not required, but it's a good idea, since they did make changes to the .cdb-file. For the same reason, the current databases are not fully compatible with the new patch.

It aint a bug, how many more times does it need to be said?

It is purely because Cyanide don't have the licenses to use their equipment, it can be sorted easily by changing the ID of Astana from 12 to another number not being used.
