Transfer season is still far ahead of us, but that doesn't mean there's no work being done behind the scenes. One of the things being worked on is the scouting and rating of new talents, which is being done this year by myself with help from jph27 & Nemolito. The goal for this year is again to add a talent from every managers focus regions/nations.
In this thread you can suggest new riders and/or stat adjusting of certain riders. Some things to keep in mind:
General Stuff
With the experience from the previous years we will cut down the number of talents added even more this year. So focus for your suggestions on the (for you and your region) important talents. We try to not add "filler riders" that nobody will sign. Goal is to make every rider useful and signable. BUT this doesnt mean every rider will be a leader, Domestiques are an important part of cycling so every rider will be at least this.
While you are free to suggest any rider you want, it isnt really necessary to suggest really popular riders (e.g. Martinez, Del Toro & co.) most helpful are indeed riders from smaller nations or not so popular ones (as said above if they are worth it).
Young Riders
2003 is the main year of interest, with some 'forgotten' talents from the years before also to be added to the game.
Riders from 2004 could be added too in some individual cases, but it is highly possible be that they are held off for another season. There would need to be a very good reason for a 2004 rider to already be accepted. These will also be limited to progressing only to Level 2 in the 2025 season.
Older Riders
Riders who are free agents, or part of disbanding teams, can have their stats adjusted - even if sometimes it is just in a minor way. Especially talents from the last years are interesting as these can become Talents which are not starting at 1.00 .
Riders who are already declining or near it are mostly off limits. However, in special cases an exception may be made - for example, for riders without a Man-Game "history".
Stat Limits
You can suggest riders with any sort of stats you like. However do not expect any unknown rider to max out above 79/80. The suggested stats will be used as an indicator of the strentghs and talents of a rider. So your stat suggestion is very important for us to know what kind of rider you're talking about, but don't be disappointed if a 79 rated mountain-suggested rider turns out to be 75 in the DB.
Realism
MG doesn't need to be 100% realistic on stats of riders. Real life results are a useful indicator, and many riders will tend to be aligned to that, but they are not a constraint.
This also extends to rider Nationalities. If you want a Tibetan or Tuvaluan you can suggest them, and we will see what we can do to accomodate your teams needs.
As mentioned before, at least one rider from every primary and/or secondary teams nationality will be included among the talents.
Format
The format hasnt changed much from the previous years as seen in the table below. But dont forget also that with the move to PCM 24 we will add the Medium Mountain stat but since this isnt rated individually for now and determined by Hill & Mountain stat you dont need to think much about it. But it would be still nice if you could add it in the table. If you suggest specific stat numbers it is preferred to include Versions of the rider at 4.100 and 1.00.
It is also possible (and personally preffered of me) to suggest riders without stats and just shortly describing their strengths and general potential. For this it would be enough to post name, Nation and Birthdate.

Thanks for Nemo and all the ones who created that thread before, I heavily copied from that.
Only one Paraguayan in the DB, who's not the best rider ever and also getting older. Thought of Jesus as a sprinter, as except for Gaviria there's not really a latin (or south) American one in the DB below 30/31 y/o afaik.
Also only one currently contracted Bolivian in the DB, who is currently 33 y/o, so another option could be nice. Perhaos silethug-ng similar to Wilber Rodriguez, but with good physical stats so he could be a useful domestique.
Aular is still young at 28, but apart from that the other contracted Venezuelans are all 34+ next season. He's been doing ok on every terrain it looks like, so perhaps a fun breakaway rider like Finkler or De La Cruz Chapulin. And this time I'll try to make sure to sign that rider instead of LLS for the third time in a row
It might not be necessary to suggest him, I really want to because I’m waiting for this moment for two years. Lenny Martinez is one of the biggest French talents in some time, having won his first WT race recently (apart from half a dozen victories he already got before). He’s clearly a great climber and probably also a hybrid puncheur, though it needs to be seen if he gets a proper stage racer too.
He’s the second rider I’m waiting for for years and he also needs no real introduction. I’ll give one nonetheless: he’s a puncheur with some climbing skills who also has won quite some races so far.
Macias has had some interesting results, especially this year with 2 top 10 finishes at Gran Camino and 1 at Andalucia. He's also done well in the Malorcan challenges. Overall, looks like a punchy sprinter type who might end up with low 70s across the board IRL.
Simmons is doing very well in 2.2 races for the EF development squad, especially at Tour of Rhodes as well as good results at US u23 and RR. Not sure exactly where his talents are going to lie, but again, he could very well be another all-rounder with low-mid 70s across the board or a punchy cobble sprinter.
For North Americans, guessing I don't have to share much about Del Toro, but he would of course be lovely as well.
