When I have sent my scouts, they always send reports with "worth watching" or "no hoper". Are these the only estimated potential things or are there many more?

There is also Promising, and Future Great. If you ever find a future great, you have to make signing him your first priority. A prospect that good is very rare.

Your scout can be wrong too. I signed a future great in one of my careers, but the rider was actually a potential 5 rider when I checked his potential in hannes converter after I signed him.

I've also had a future great that was, at the age of 17, 72 Flat, 74 Cobblestones, 73 Hills, 72 Sprint. Four years later, he won P-R, RVV, LBL, and AGR. His stats then, 78 Flat, 82 Cobblestones, 81 Hills, 78 Sprint. He had potential 8

Yes and no, scouting is a crapshoot. However, the better your scout's ratings the more likely the riders will turn out as promised. Promising riders are supposed to be the type of guys who turn out to be decent riders, but you'll find both horrible and great riders in there too.
I've tried asking this question before, but as noone answered (or knew?), I' ll try asking it again.
Is it possible to scout riders who are riding for other teams? I cannot seem to make my scouts monitor them even though it seems like it should be possible (after all, there is a button for monitoring these riders).
