How long does a circuit have to be?

How long does it have to be so that Not enough distance on two ways of a section appears? I have a circuit that is 3,07 km long, and that appears

I believe it's 10km for a regular circuit (might be 5km I forget) and 20km if the riders ride back on the same road in the opposite direction (might want to check your circuit is made correctly in case that is happening by mistake).

I think it's made correctly, but it's just too short. I can pm you the zcts file if you want so you can check it
