Undertaker did a thread asking the same question and I'm also interested to know what you guys think? Pls vote in the poll and if you vote other would be nice to know what game that is.
PCM 08 and 09 may have been the best imo. (07 still used the only energy bar system iirc and 08 was the first with a new system) The only thing I can think of in 08 was downhill attacks and "micro attacks" on climbs but those were something you could chose to do or not, whereas in most of the newer games the AI is just plain bad.
09 I never owned so those things may have been fixed in 09 compared to 08, but for me its 08.
PCM 10 still used the same energy system thats used in 08 and 09 but for some reason attacks not working and many other issues came up, like only one sprint train, not being able to sprint at all and then 11 adds solid riders which added some problems to the AI, but the AI in general was improved over 10. And since 11 its basically been downhill imo. 12 and 13 weren't the best and RES doesn't work in 13 iirc. 15 seems alright and 17 is bad.
06 was okay but giving your rider "water" to replenish the energy bars fully just seemed weird to me.
GUI wise I think 17 is the best by far, and the ability to make team trains at any point is pretty great too, but cobble races are awful and climbing stages are basically just who can hang on the longest instead of actually attacking.
2011 and 2007 are my favourites, and the one I kept on playing despite having bought more recent editions.
2006 was also nice because of the favourite calendar feature that made really hard to plan the season and keeping the riders happy. A pity that they left the feature behind in the following editions.
Now it is back with a different design but the whole implementation is so poor that makes me detest the game.

For me too: 2007 & 2011 are the best. I bought 2005, 2007, 2010, 2014, 2016, but never played 2006 though. 2005 was good but there was serious engine limitation (only 23 teams for Continental Tour without game's crash). 2008-2009 I didn't play. PCM 2010 had an interesting feature: detailed simulation, but AI is better in PCM 2011 that I ordered in eBay at last. PCM 2012-2013 didn't play too. PCM 2014 is quite fascinating with three divisions, equipement development & many stages for different years created by some database makers. 2015 never played & 2016 I didn't like at all - its AI is far from 2011.
