why this happens every year with every database...

That is some horribly misleading claim - For example, I played a long lasting career with the PCM.daily expansion pack for PCM16 (Team Adria Mobil), where I took part two times. In both editions there were over 10 teams participating in the Volta.
You can work on that issue yourself too, for example by raising the popularity of the race manually with an editor, so that it attracts more teams.
It's not any db's fault. August happens to be stacked in PCM, so if Portugal is moved to its correct starting date, a 'bug' will make no teams participate to it. In the Expansion Pack this doesn't happen, so I guess wait for it or just use the Lite Pack
Plus what do you mean with 'every database'? This bug has only been in the EP for less than a year and it first appeared in 2014, but we soon found out the cause and fixed it
This is just not true, unfortunately.. I'm currently actually ridng the race, well in the game, not in real life,and there are 93 taking part.. I've seen less in other races, but not in this version just yet, but i've only tried pro mode..
