is the PCM 2017 highly recommended? What are the exact changes compared to last year's manager PCM 2016?

Stages from PCM 14 (iirc 13 as well) can be re-exported in the PCM16 stage editor and then re-exported in the PCM17 stage editor, while PCM15 and 16 stages simply need to be re-exported in the PCM17 stage editor. Then they will be compatible.

Actually, any stage from before PCM15 needs to be converted to PCM15. Then from PCM15 it can be converted to PCM17.
