If I assign some value in the 'Age Decline' column in the DB for a 'Be a Pro' rider, will it work?

No, the decline age doesn't work anymore since PCM 15 even though it's still there.

Hmm I play PCM 15 and I see riders getting weaker, pretty sure it works in my career. |

No lol, simply the decline age doesn't have any effect and the game decides when they decline based on other factors.

Yeah, just not based off the decline age on the db. It depends on other stuff.
