How create regen cyclists of a specific nation?

I'm playing a career with an Asian team (Philippine)

Unfortunately when I'm going to create a youth team, the game creates cyclists of every nations, except for the sponsor's country (who would like cyclists of his nation)

Obviously I tried to create a youth team both at regional, national and worldwide level ... but the results are always the same ...

Is there a way to create a young regen of a particular nation ? (I see folder .xml but there is no entry indicating nationality)

Sta_region -> scroll until you find Philippine's row -> change gene_i_weight to any number higher than 0. The higher the number, the more cyclists will come out of Philippines when you start a new career with your edited db.
