The game crashes when I try to simulate or play the first stage of the Vuelta in 2032, is it possible to fix it?

That must be a problem with the file of that stage. You have to remove that stage from the "CM_Stages" folder, and copy another stage from Vuelta and replace it in that folder

Do I have to delete both cds and zces files, or just one of them?

And changes them with another vuelta stage from the same folder just rename it?

You can change the stage with virtually any other stage in that folder. Of course, you won't rename the stage directly, but first make a copy of it and rename that one, otherwise you'll have a missing stage for the one you replaced.
