I find that some riders (not that often) suddently starts a new race with the Yellow and Red bar only something like 1/2 full.
I am in early season so it's strange if they are allready that tried.
Cant remember to see this in earlier versions.
Can anyone explain why it is and how to predict/avoid it.

Are they racing the day before? If a rider races on consecutive days, even if it's a different race, they will be tired.
Also if they are in poor condition they will not be 100% and will start with lower bars.

Yeah this is the answer, early season form is normally pretty bad for all riders so their bars will be pretty empty until they find their shape

What is puzzling me is that the rider is in fine form, havent race in 10 days, a total of 14 race days (early march) but he is a more tired (or whatever it is) than others with more race days.
NB: He has not been sick crached or anything.
Could it be a random factor ?

There are no random factors really, there's 4 factors called Fitness, Tiredness, Rhythm and Freshness. If even only one of those is poor your rider will suffer.

Then it was a "bug" in that particular race.
On all those parameters he is fine compared to others in the same race.

Found this comment by Ripley, It might explains my issue.
"Cyanide's thinking must have been that freshness is low while you are preparing for an objective. The easy "cheat" is to set the objectives really early in the season and then freshness won't be a problem afterwards for your "real" objectives."
The riders has his first objective in 14 day's,

That should be it, though you should have seen that his freshness is bad. I've tried to help with this in several threads and offered my solution(s), but all initial credit goes to squire:
