Local.cdb is where everything is at. However, I really advise you not to waste your time doing that - translating 10000+ strings can be nasty!

You need to use lachi's editor, or alternatively, excel editor to open it. They can both be found in the editors part of the PCM 16 Download section.

It supports every alphabet, considering there's traces of Japanese and Russian translations there.
