I joined this site in 2008, and I haven't really been playing PCM since PCM 2012. Decided to come back to this site, and today I also downloaded the new game. Can someone shortly sumarize the game's developement, and what to expect from this year's game? Are there still hundreds of diabolical bugs and glitches?
The most important change in the latest years is the Pro Cyclist mode where you can play as an individual rider.
I cannot remember what changed since PCM 2012 but there was plenty. You can plan the season in the game, but maybe this was available in PCM2012 already?
I think your best move is to play the game and figure it out on your own. The game gives a lot of help on what to look at and how to do things, with helpful text bubbles. If you struggle with tactics when riding, there might be some youtube videos that can help with that. You can also just start with 2008 tactics and tweak them if they do not work.

I'm in the exact same situation than you. I played a lot with PCM12 and now switched directly to PCM16.
I play with the Career Mode only, so I can not provide feedback on the other modes.
Regarding Career Mode:
- The objective system is completely different and generates automatically the training schedules for the riders. So you don't have the "stars" system that showed you how a rider could improve in every stats. Now you don't see anything, you just see the result in the rider "progression" chart. You assign a rider to a coach/trainer depending on the training style (Modern, traditional...) and not the type of rider (puncher, TT, etc...)
- 3D game: better graphics, color codes to show what rider is protecting who, you can set-up a second action for each rider which will be done when the first is finished, "Form of the day" you can see now how the stats of your rider are impacted looking at the little +- numbers near each stats of the selected rider.
- Race tactics: I can tell that I have to adjust all my previous tactics (sprint and mountain) because it didn't work directly. During sprints (flat stages) I have to run my train with higher cursor effort to be sure to be in front of the peloton. Then I start sprinting earlier than bedore: 2.5 km for the second sprinter, and 1.5-1.7 km for the main sprinter.
In the moutains, it's the opposite, I cannot use the cursor effort at 80 like I did before in the last climb at around 14-15 kms of the end, I must start lower, 70-75 and keep the 80-85 for the last kms only. Infact they have changed how the Mountain and Hill stats work together, even if I'm not sure to really understand clearly how it works now.
