Yellow bar vs blue bar

Hi,
I don't understand how it works.
When the yellow bar is at zero, what is the blue bar for?
Do we have to avoid having the yellow bar to zero at all?

Its just showing the amount of yellow bar you could get if your rider recovers its not a bar of energy. It show the max yellow you could recoup on a descent or if the pace slowed. |

I think that with this new system, it would be better to use the gel earlier in the stage so that you can prevent the blue bar from decreasing during the first big effort.
How exactly does the gel work anyway? (I forgot ) Does it make the yellow decrease slower?

I'm 99% sure it only had an effect on how long the red bar runs out actually, so wouldn't make much sense to use it outside of when you're making a final attack/sprint 
At least, a tip in game said/says that your attacks last longer using it, and since your attacks stop when the red bar runs out I guess it must be it.
